CORE Program

The CORE Program (Community Ordinance & Regulation Enforcement) helps keep Gratz clean, safe, and welcoming by ensuring that common property maintenance concerns are handled quickly and consistently. Trained Borough employees or officials can issue notices when they encounter minor ordinance violations or while responding to resident complaints. The CORE Program operates within the existing complaint process and does not involve active patrols or intrusive inspections.


Some examples include, but not limited to:

• High grass or weeds
• Junk, rubbish, or debris in yards
• Abandoned or inoperable vehicles
• Animal and pet-related violations
• Minor property maintenance issues
• Simple outdoor storage concerns


1. A concern is identified by a Borough employee, Borough Official or resident complaint.
2. A CORE Deputy or Official reviews whether the issue is within CORE authority.
3. A notice of the violation is issued with corrective instructions and a deadline.
4. A follow-up check determines whether the issue has been corrected.
5. Unresolved issues are referred to the Code Enforcement Officer or Appointed Borough Official.


CORE does not handle building permits, zoning permits, structural property issues, complex or technical violations, or cases requiring legal enforcement. These remain under the authority of the Code Enforcement Officer and Borough Council.


CORE is not intended to punish residents. The goal is to work with property owners, provide clear guidance, and allow reasonable time for compliance
